Rose Mosero
Rose Mosero, HSC, FIP, serves as the Data Protection & Cybersecurity Expert Adviser to the East African Community, working on the World Bank–funded East Africa Regional Digital Integration Project. In this strategic role, she advances cross-border digital governance, ensuring robust cybersecurity and data protection across the region.
Previously, she made history as Kenya’s first Deputy Data Commissioner for Compliance at the Office of the Data Protection Commissioner, where she played a leading role in shaping and enforcing the country’s groundbreaking data protection framework. In earlier government service, she advised the Cabinet Secretary in the Ministry of ICT, Innovation, and Youth Affairs on key digital economy policies and regulatory reforms.
Rose’s expertise is grounded in her dual legal qualifications—she is admitted both as an Advocate of the High Court of Kenya and as an Australian legal practitioner. She is also a Fellow of Information Privacy (FIP)—a prestigious credential from the International Association of Privacy Professionals—and sits on the IAPP’s Research Advisory Board.
Her work has been nationally acknowledged: she received a Head of State Commendation (HSC) from the President of Kenya for her notable contributions to ICT regulation, data protection, and digital economy development.
