Rose Wachuka Macharia

Rose Wachuka Macharia is a Kenyan lawyer and public-policy strategist who has redefined executive administration at the country’s highest court. Appointed Chief of Staff in the Office of the Chief Justice in 2021, she became both the first woman and the youngest person to hold the post, managing strategy, inter-agency relations, and reform projects for Chief Justice Martha Koome.

A graduate of Moi University’s School of Law and an Advocate of the High Court of Kenya, Wachuka refined her governance acumen as a Rhodes Scholar–supported Master of Public Policy candidate at the University of Oxford, where her dissertation explored judicial independence in emerging democracies. Earlier roles include legal researcher to former Chief Justice Willy Mutunga and programme officer at the Judiciary Training Institute, where she helped design courses on gender justice and court user satisfaction.

In her current brief she oversees implementation of the Social Transformation through Access to Justice blueprint, coordinates donor-funded digitisation of court registries, and drives outreach initiatives such as the Annual Children’s Service Week and the mobile courts programme that has expanded legal access to remote counties. A mentor with Akili Dada and a member of the Law Society of Kenya’s Public Interest Litigation Committee, Wachuka advances a vision of a transparent, service-centred judiciary that leaves no citizen behind.
